Positioning in different browsers isn't an easy task. What I usually do is complete my layout in safari (the most standards compliant of the major browsers with Opera) and Firefox. Then, I go look at the site in IE and use an IE conditionally included sytlesheet or two to adjust the look to work in IE.

Also, remember that a site does not need to look exactly the same in all browsers. It just needs to look good in all of them.
