Whew!
I wrote a response that was "yes, you can do that" until I reread your question, and saw you were on 4.7. If you were in 5, the answer would be yes (and move your contrib modules to /sites/all/modules while you're at it), but on 4.7 I'm not entirely sure.
I believe you still can, but it might be a drupal 5.0 thing....MF?

In drupal 4.7 the recommendation, according to the manual, is to put your modules at /sites/default/modules and your themes at /sites/default/themes. The all folder doesn't work before drupal 5.
And, if you have modules or themes you should just be able to move them and have them keep working. Unless, with your themes you your direct paths to the location of an image or something else. If that is the case change those out for functions that detect the path and put the right one it (there are drupal specific ones for that).

So, your theme is in the folder /sites/all/themes/mythemename, right?
Next, is it a phptemplate theme?

I have css and the page.tpl.php file in there, plus a few images, but nothing else.
What MF is getting at is this: Inside the /sites/all/themes folder you DID create another folder which is your theme name, right? And the files are inside THAT folder?
Because if you put the page.tpl.php and css files just inside the /sites/all/themes folder nothing will show up.

I'm looking at my path and it looks like this:
sites/all/themes/vine/vine.css+page.tpl.php+images
OK, you guys insist that we move the themes to the sites folder. Since my site is already set up, can I just move it there, and it'll automatically notice it's there? (I'm using 4.7.)
