Yes, look at Microsoft's DreamSpark website for free software for students, including Expression Studio.
Expression is known to me as the frontpage replacement, i suspect it advertises heavy use of wysiwyg, and promotes all sorts of bad-practices, atleast frontpage (which is still in use) did so, and stil dose.
Anyway, http://www.artweaver.de/index.php?en_version is the exact link for artweaver, it dose indeed look like a nice editor, i certainly will check it out when i get the time, and perhaps even add it to my own list of webdesign tools. Atleast it sounds to be better then Paint.NET, which by far has been my preferred editor next to gimp, which is rather unstable at times.
If you're a student, you should be able to pick up Photoshop fairly cheap (especially if you can grab a CS3 copy on clearance at your college bookstore). If you're on OS X, you might also be interested in Pixelmator.
There's also web-app stuff out there like Photoshop Express and others of which I cannot recall the names of. /smile.gif" style="vertical-align:middle" emoid=":)" border="0" alt="smile.gif" />

Can anyone recommend any free or cheap design programs I could use with creating basic website design things (e.g. compressing pictures for the web, or creating headings) in mind?
