I was so disappointed in Jasc for selling and it has proven to be justified through the two versions Corel has put out. If possible, get Paint Shop Pro 9. As it stands now, it's as bloated as Photoshop. It also used to come with Animation Shop, but Corel is milking it by selling it separately.
This has become such a double edged sword...
So many companies seem to be reacting to increased competition by bloating their software into full-blown suites. What they don't seem to realize is that most users will never use half of the new features, plus there's almost always a price to be paid in terms of loss of functionality.
