Yep, the site definitely needs an upgrade. I'd start by downloading Drupal 6.15, and then some of the basic modules that most people use:
Views
CCK
Pathauto
Token
Admin Menu
I'd also get
Calendar
Date Date API
I guess the question is, how familiar are you with Drupal?
Drupal only runs in a webserver enviornment. Read this link or more information, then we can probably help better with specific questions.

Hey Joe, I used to run a site on GeoCities also. Those were the days... GeoCities is a very different environment from what is typically expected from a webserver. Still you're putting HTML on a webserver to be put up, but in the case of Drupal you have a script written in PHP. It is something like the CGI scripts you could use on GeoCities, but dramatically more powerful and can be right in the same place as you have you html files. Drupal uses PHP and a database like MySQL to produce HTML pages that are then altered on the site visitors end by CSS and Javascript.
HTML has also changed quite a bit since then. XHTML is coming into its own. This removes all formatting from the HTML and moves it to one or more CSS stylesheets that can style many pages.
Anyway, the terrain has changed, but their are a lot of resources around here and elsewhere to help you out.
I don't think it is that bad. I have seen a lot worse. The music is a little annoying but some people like it. Just not me and Tim413 I guess.
You have a couple of options.
Let it ride - don't do anything but make sure it doesn't go down.
Have a site built.
or Build your own.
When you decide what you want to do I'm sure this forums will offer its help. There is another option to Drupol by the way all, called Joomla :) You can check it out at www.joomla.org
Both Joomla and Drupol are great if you decide you want to tackle building your own site. Better be willing to learn though as there is a small learning curve to overcome with both.

If you want to get a pretty cool looking church site up using a CMS you might consider learning Joomla and picking up one of these nice Joomla Church Templates.

I contacted YWAM Harpenden expecting to hear, "We use Joomla", because I've seen a lot of Youth With a Mission websites running Joomla. So I just about fainted when I received an email from them that read:
