Question on Drupal -dev module versions

Is there a way to see what issues have been fixed in the current -dev version of a module on Drupal.org? For example the Date module's -dev build is definitely more recent than the released version, but when I click on release notes it isn't any information relevant to what is fixed in that version.

I also know sometimes testing help is needed, and if there is a way to know what kind of testing needs to be done that is an area I could help with, just not sure how to find these things out.

Releases

To really know what's been fixed you need to go to release notes for a released version. There you can see what was fixed between releases.

You can go look at the commit log for the module. A good developer will have useful commit messages.
