Depends on the features you want
This really depends on the features you want in a program.
Two that I've used are Eclipse PDT and Komodo Edit. These are very feature full. Are you looking for something like this or something more light weight?

Back in the day I used Homesite. Anything for PHP that is like that, and is free?
