It looks like this site just has a few forms which I imagine could easily be done with mail.php. The only thing that looks difficult to me is the flash animations. I'm not sure how I would accomplish that as I have not any experience with flash.

This site can be done with basically any scripting language (ie. PHP, Coldfusion, ASP)
How advanced are you wanting to get with the site? Do you want to give your client the ability to list their own properties? Or are they going to use a service like realtor.com and have it tied into the site?
The flash looks like it is just a couple of pictures blended together. If you have macromedia flash, you could probably locate a tutorial on how to do it by searching google or combing the macromedia website.
I have done several real estate sites, so I am more then willing to answer any questions you might have about features to the site you are thinking about.

It looks like this was done in asp. I'm trying to come up with an estimate, language, technology, etc. Any advice/wisdom in my initial planning stage would be appreciated. Is there a cheap way to do this with php/mysql?
