I'd suggest you give either Xoops or phpWebSite a look.
OpenSoureCMS is a good place to look over the "out of the box" installations of a long list of CMS scripts.
One thing you've got to consider when looking at any of them. If you have to use third party modules to get the functionality you desire you may have problems when the CMS updates. A newer version of the CMS might add additional functionality, fix some bugs, or correct security issues. It can take a period of time before a module is updated to function with an updated CMS. In other words, you may be stuck with an outdated CMS (and if the update was due to security problems, that isn't a good situation to be in). Or, if you do update, you won't be able to maintain the functionality of your site until the module is finally updated as well. (Did I explain that very well? Of all of the CMSs out there, it is hard to pick the right one, so I am taking open suggestions.
Here's my criteria:
- It's gotta look nice, or have an easily changable skin
- It's gotta be quick and efficient
- It's gotta be easily customizable (custom modules, blocks, etc.)....nothing like Mambo's component system
- It's gotta have a decent user base (so I can get some help if needed)
- It can't be either PHPNuke, Geeklog, or Mambo (since I have tried them)
- It /should/ be under the GPL
